Making dollars and sense

I would like to thank The News-Enterprise for allowing me this opportunity to respond to misleading information provided in former Judge-Executive Glen Dalton’s letter to the editor on Oct. 18.
On Nov. 5, 2003 I inherited a $28,221,417 fiscal year 2002-2003 budget (July 1, 2002 to June 30, 2003) of which six months already had been executed. This budget was built on the programmed spending of $8,765,363 from county reserves plus $500,000 of board- designated funds (the so-called hospital money). This was a total of $9,265,363 of red-ink spending programmed by the previous administration.
