Making dollars and sense

I would like to thank The News-Enterprise for allowing me this opportunity to respond to misleading information provided in former Judge-Executive Glen Dalton’s letter to the editor on Oct. 18.
On Nov. 5, 2003 I inherited a $28,221,417 fiscal year 2002-2003 budget (July 1, 2002 to June 30, 2003) of which six months already had been executed. This budget was built on the programmed spending of $8,765,363 from county reserves plus $500,000 of board- designated funds (the so-called hospital money). This was a total of $9,265,363 of red-ink spending programmed by the previous administration.

The proposed shrimp production research facility in Hardin County died at the hand of politics, said incumbent Hardin County Judge-Executive Harry Berry on Friday night at a campaign rally at Pritchard Community Center.
“Some of us decided to play politics rather than do what was best for Hardin County,” he said to the 150-person crowd.
But for the most part, Berry’s message was positive and focused on his record.

Harry Berry, the incumbent Hardin County judge-executive candidate, said he does not plan to hire a campaign manager as his opponent recently did.
“I’d wonder: If you can’t manage your campaign at the local level, how are you going to manage the office?” he said.

Consensus does not mean unanimous

The topic of consensus building has recently surfaced as a result of Fiscal Court’s vote against the saltwater shrimp research project for Hardin County.  While 5 of the 9 current members of Fiscal Court did not support this research project, it is interesting to see seven of the eight candidates running for Fiscal Court in November’s election are on record supporting the project - coincidence or politics?

Clearing up the mud

A few partisan political activists are busy planting letters containing misinformation regarding the proposed state-sponsored research project with Magnolia Shrimp I supported.

These orchestrated attacks provide myths as truths in efforts to convince us they are factual. As taught in “negative campaigning 101,” they are slinging mud on the wall and hoping it sticks. They believe, if slung often enough, their myths soon will be perceived as facts.

County Judge Harry L. Berry filed his notification and declaration forms this afternoon for reelection to his current office as the Hardin County Judge/Executive.

Berry, who is now serving in the fourth year of his first term, was first elected on November 7th, 2002, and took office as the county’s first ever Republican County Judge on January 6th, 2003.

In fact, every time he looks down at his desk, he's reminded of them. The day after he became the first Republican to win the position in November 2002, The News-Enterprise published an editorial urging him to keep his promises and listed about a dozen of them.

County creates regional water commission

A regional water commission that will address future needs on a regional basis was created Wednesday.

Hardin County Judge/Executive Harry Berry signed an executive order establishing the Lincoln Trail Regional Water Commission after a public hearing at Hardin County Fiscal Court's meeting.

E'town mayor also proposes lower rate

It's tax time again in Hardin County, which led to flaring tempers on Fiscal Court Tuesday and a prelude to a looming debate in Elizabethtown City Council.

Judge/Executive Harry Berry and Mayor David Willmoth both proposed lowering property tax rates in their respective meetings yesterday. But the circumstances and deadlines for approving those proposals contributed to different reactions.

Magistrates' salaries once again tied to inflation

Hardin County Fiscal Court linked magistrates' pay to inflation Tuesday as part of a 3 percent pay increase for county workers.

The resolution added the magistrates' and coroner's salaries to the list of county positions for which salary increases are based on the Consumer Price Index, which measures the buying value of a dollar.

Although not explicitly saying so, a memo from Hardin County Judge/Executive Harry Berry has effectively abolished deputy constables in the county because there is no need for them.

Berry issued a memo Monday stating it would be the general policy of his office not to appoint deputy constables.
