Judge/Executive Duties


The County Judge/Executive is not a Judicial Judge. Kentucky's Revised Statutes describes the Judge/Executive as the "chief executive, administrative, and fiscal officer" of the county.

The 1975 Judicial Amendment to our state constitution (Section 124) eliminated all judicial functions and the judicial status from the County Judge/Executive and Fiscal Court.

As the county's "chief financial officer", the Judge/Executive's duties include: estimating revenues, preparing and administering the county budget, overseeing county funds, preparing financial reports, and fiscal record keeping.

As "chief executive and administrative officer", the Judge/Executive oversees the levying of taxes, appropriation of funds, issuing of bonds and employment of personnel and provisions to perform more than 25 public functions to include:
  • Economic development of the county
  • Hospital and ambulance services
  • Water, sewage and garbage disposal
  • Law Enforcement and fire protection
  • Solid waste management
  • Roads, bridges, tunnels and related facilities
  • Planning, zoning and subdivision control
  • Corrections facilities and services
  • Flood control
  • Animal control
